Towards the new 2023-2027 CAP: the role of new contracts for the implementation of agri-environmental-climate measures
The workshop “New contracts for the implementation of agri-environmental-climate measures within the 2023-2027 CAP” was hold last 29th November and by Emilia-Romagna Region in partnership with University of Bologna. The event raised interest in the topics addressed by the project "Console - Contract solutions for effective and lasting delivery of agri-environmental-climate public goods by EU Agriculture and Forestry" – funded by Horizon 2020 programme.
The invited speakers were professor Davide Viaggi from University of Bologna, Lucio Botarelli, Head of Sustainable Agricolture Department of Emilia-Romagna Region, and also representatives of the Ministry of Agricultural, Food and Forestry Policies to explain the CAP 2023-2027 state of the art as regards eco-schemes and agri-environmental-climate interventions.
The main discussion topics during the workshop are:
- some examples of new contract implementation and lessons learned from national and international experiences;
- preferences of farmers and stakeholders among different contract solutions (result based payments, collective approaches, land tenure arrangements with provision of public goods clauses, value chain based contracts) expressed through surveys in Italy and Europe. The objective of the surveys is to evaluate the level of acceptability of such contract solutions.
- The first hints to create a decision framework in support of local administrations involved in 2023-2027 CAP planning and implementation to chose the best types of contracts
