The initiative, funded by DG Regio and led by the Emilia-Romagna Region, with the support of ART-ER, addresses the energy transition not just as a technological challenge, but as a social and territorial opportunity. Through Renewable Energy Communities (RECs), the project offers tools and pathways for citizens to organize, invest in, and manage their own renewable energy production — fostering energy democracy, trust in public institutions and regional cooperation.

The approach is multi-level and participatory. It combines hands-on pilot actions, inclusive policy dialogue and innovation to:

  • Pilot community-led renewable energy solutions in 10 target areas
  • Equip stakeholders with energy management and governance tools to build and run RECs
  • Build capacity among local actors for long-term sustainability
  • Promote regulatory convergence with EU frameworks
  • Foster inclusive access to clean energy and tackle energy poverty

By anchoring energy innovation in local communities, the project bridges the gap between EU values and local realities — making cohesion a visible, shared outcome of the energy transition.

  • Financial support for “lighthouse” investments in renewable energy
