The Alliance was presented on 4 March 2026 in Brussels to the President of the European Parliament, Roberta Metsola. During two further institutional meetings, it was also presented to the Executive Vice-President of the European Commission, Raffaele Fitto, to the European Commissioner for the Environment, Jessika Roswall, and to the President of the European Committee of the Regions, Kata Tüttő.

The official address delivered by Michele de Pascale, President of the Emilia‑Romagna Region

The establishment of the Alliance comes at a time when the European Union is working to strengthen its policies on water management and climate‑risk prevention, through the development of the new EU Water Security Strategy and the Strategy for Crisis Preparedness and Management. This process takes place against the backdrop of increasingly frequent extreme weather events that are putting pressure on territories and economic systems across Europe, making the issues of prevention and environmental security ever more central.

As the promoter of the initiative, the Emilia‑Romagna Region has proposed the creation of a permanent platform for cooperation among European regions, aimed at sharing administrative and operational experiences and reinforcing the contribution of regional authorities to the dialogue with EU institutions on policies for climate adaptation and the sustainable management of water resources.
