Is the intention that EUSAIR Member State entities (e.g., Croatian) can only serve as technical partners or lead applicants for projects located in the WB5 countries?

The expression of interest is designed to outline beneficiary to support lighthouse projects located in the WB5 countries. EUSAIR entities can lead or participate in the  applications, provide technical assistance, coaching, and capacity-building, co-develop project concepts and manage financial planning tools. Investments and community-based activities must happen in the Western Balkans.
