Here you can download the complete set of documents needed to participate in the Expression of Interest for the selection of lighthouse projects under the Action “Better Cohesion through Development of Energy Communities in the Western Balkans”.

The package includes:

• EoI Announcement: a brief introductory document summarising the objective, background and timeline of the call.

• Terms of Reference: the main call document outlining the scope, eligibility criteria, support provided, submission process and evaluation methodology.

• Annexes:

  • Annex I – Glossary

  • Annex II – Concept Note Form (to be submitted by the first draft deadline)

  • Annex III – Full Application Form (to be submitted after the negotiation phase)

  • Annex IV – Declaration of Honour (mandatory for all applicants)

  • Annex V – Declaration of Intent to Establish Legal Entity (for informal groups only)

All applicants are strongly encouraged to read the Terms of Reference carefully before starting their application and to use the correct forms according to their phase of participation and legal status. Submissions and all supporting documents must be provided in English.
